David Paulison took the reins at the agency on Sept. 12, 2005, two weeks after the deadly storm wreaked havoc along the Gulf Coast, particularly in New Orleans. He replaced outgoing director Michael D. Brown, who resigned due to criticism over his handling of the disaster.
